2023 Signing sub-delegations - what's changed?

In late 2023, an updated version of the Signing Sub-delegations was released, based on the Banded model described in the Delegation Procedure. Under the new model, authority has been devolved (as much as possible) to the end-user, so that:

  • most contacts can be signed by Band 4A and above
  • there are limited special delegations given below Band 4A – eg. placement agreements

Where do I find the new Signing Sub-delegations?

  • It is also important that you consult the Guidelines which provide general guidance on who should be consulted before a contract is signed.

What do the Signing Sub-delegations cover?

  • “Contract” is widely defined in the Delegations.  It includes all agreements, deeds, MOUs (even if not legally binding), statements of cooperation or other document to which the University is a party.  The complete definition is found within the Signing Sub-delegations.
  • The Signing Sub-delegations do not cover employment contracts. Human resources retains responsibility for executing employment-related documents.

How do I use the new Signing Sub-delegations?

The first step in identifying the proper University signatory is to classify the contract and then refer to the relevant table in the Signing Sub-delegations.  For the purpose of the Signing Sub-delegations, contracts are characterised as one of three types:

  • Table 1 - Special Contracts;
  • Table 2 - General Contracts involving Expenditure; or
  • Table 3 - General Contracts which do not involve Expenditure.
