Open Access is
A work is 'open' if anyone anywhere anytime can freely use, reuse and redistribute it - with a requirement to attribute the author (as is standard academic practice). Open access involves applying an open licence to works and making them publicly available. Open licences may be applied to creative and scholarly works, data, software, educational resources, and some corporate records. There are clear exceptions where works must not be openly licensed. Publicly available works should be licensed so that copyright is retained and by law you must be cited when others use your work.
