Commonwealth supported students classified as pre-2010

The Australian Government has made changes (effective 1 January 2010) to the Student Contribution Band for Education and Nursing courses. These courses will now be charged at Band 1 instead of the National Priority Band.

Transitional arrangements apply to students who commenced their program prior to 1 January 2010. These students will continue to be charged at the National Priority Band unless they lose their pre-2010 status.

A person is classified as a pre-2010 student if:

  • the person commenced a course of study with a provider before 1 January 2010 and was a Commonwealth supported student in relation to a unit of study in that course and any of the following criteria apply:
    • the person did not complete the course by 31 December 2009
    • the person was undertaking an enabling course in 2009 or
    • the person has completed the related course for an Honours course of study and they are undertaking the Honours course of study and
    • the person is undertaking a unit of study that would have been included in Education in the funding cluster Mathematics, Statistics, Behavioural Science, Education, Computing, Built Environment, Other Health or the funding cluster Nursing repealed by of the Higher Education Support Amendment (2009 Budget Measures) Act 2009.

Commonwealth supported students classified as pre-2009

The Australian Government has made changes (effective 1 January 2009) to the Student Contribution Band of Mathematics, Science and Statistics courses. These courses will now be charged at the National Priority Band instead of Band 2 for students who commenced their program in 2009. Students who commenced a program that was not a Natural and Physical Sciences program before 2009 and transfer into a Natural and Physical Sciences program will also be charged the National Priority band rate for Mathematics, Science and Statistics courses. Students who commenced their program prior to 1 January 2009 will continue to pay Band 2 rates for these courses until they have completed their program.

  • Which programs are Natural and Physical Sciences programs?

Students will continue with the arrangements that applied when they started their courses.

A person is classified as a pre-2009 student if:

  • they enrol on or after 1 January 2009 in a Mathematics, Statistics or Science unit that forms part of a course of study that the student:
    • commenced prior to 1 January 2009 or
    • transfers into on or after 1 January 2009 from a course that they commenced prior to 1 January 2009 and the exception for non-Natural and Physical Sciences to Natural and Physical Sciences transferring students does not apply.

Commonwealth supported students classified as pre-2008

The Australian Government has made changes (effective 1 January 2008) to the Student Contribution Band of Accounting, Commerce, Administration and Management courses. These courses will now be charged at Band 3 instead of Band 2. Transitional arrangements apply to students who commenced their program prior to 1 January 2008. These students will continue to be charged at Band 2 unless they lose their pre-2008 status.

A person is classified as a pre-2008 student if:

  • they commenced a program before 1 January 2008 as a Commonwealth supported student and
  • they did not complete their program by 31 December 2007 or if they did complete the program, it was:
    • an enabling program undertaken in 2007 or
    • the related program for an Honours program and they are undertaking the Honours program and
    • the student is not a pre-2005 HECS student in 2008.

Transitional arrangements will end on 31 December 2012.

Commonwealth supported students classified as pre-2005

Important change from 1 January 2009

The transitional arrangements that applied to Commonwealth supported students who commenced their program prior to 1 January 2009 will no longer apply to any course that ends after 1 January 2009.

Commonwealth supported students who commenced their program prior to 1 January 2005 are classified as pre-2005 students. A pre-2005 HECS student is one who (prior to 1 January 2005):

  • was enrolled in a HECS liable place and
  • has not completed or has discontinued their program and
  • incurred a HECS debt for that program prior to 31 December 2004.

Transitional arrangements are in place for pre-2005 students. These arrangements will end on 31 December 2008.

Pre-2005 students are not deemed to have discontinued their enrolment if they:

  • were enrolled in a HECS place in Semester 2/2004 or
  • were on approved Leave of Absence in Semester 2/2004 or
  • were on approved Leave of Absence for all Semesters in 2005 or
  • were enrolled as a Commonwealth supported student at another university during 2005 and still considered a pre-2005 student at that institution or
  • have been admitted into a cross-institutional course and are considered a pre-2005 student at another institution or
  • have been admitted into an Honours program after having completed the related Bachelors program regardless of when they completed the Bachelors program.
