Settings approach such as healthy cities, schools, workplaces, hospitals, markets addresses environmental, organizational, social, cultural and lifestyle determinants of population health through a needs-based program development and implementation cycle integrated into policy and practices of settings.

Pressing population health challenges from the following have increased in speed and scale by globalization:
- Social and demographic changes especially ageing of populations and inequality
- Chronic and emerging infectious diseases
- Environmental degradation, and climate change, and
- Urbanisation and industrial development
Critical global challenges requires a multi-sectoral partnership response:
- Healthy settings initiatives such as healthy cities which fosters a partnership approach to planning and governance is necessary for a sustainable future.
- Under the Healthy Cities agenda, health is an integral part of urban planning, management and development.
- Based on needs assessment and through multi-sectoral collaboration to create integrative local and municipal plans, the ultimate goal is better health and quality of life for all.
