The Task Force that co-ordinated and conducted the research for this Report were Deborah Kessler, Adam Illman and Michael Wesley. Ruth Gatehouse compiled the costings estimates. Tony Milner and Jenny McGregor were key instigators in beginning the process of compiling the Report.

The ideas in this report emerged from an extensive series of consultations with policy makers, educators, students and teachers of target language areas and parents across Australia.
