History
At the International Association of Medical Regulatory Authorities (IAMRA) Conference, Wellington, November 2006, a medical governance network of practitioners and researchers was conceived in November 2006, following the very positive response received to a paper delivered by Professor Adelman from GovNet and Professor Daniel Klass from the College of Physicians and Surgeons of Ontario to the International Association of Medical Regulatory Authorities (IAMRA) Conference in Wellington, New Zealand. The idea of having a network of researchers on medical regulation met with great support and we have organized one on the national level. The international organization, which is being supported by the World Health Organisation (WHO), is called the International Medical Regulatory Research Consortium (IMRRC) and will have its inaugural meeting at the end of September in Toronto.
In Australia, the process gained momentum when Professor Adelman met with Professor Stephanie Short, Director of the Queensland Centre for Public Health, and then with regulators, government officials, health professionals and other researchers.
The Birth of HealthGov, Canberra July 2007
The medical regulation research network was re-named HealthGov at the National Medical Governance Workshop organised by GovNet in Canberra on July 18 2007. The Workshop was hosted by Mr Bob (Robert) Wells, Co-Director of the Menzies Centre for Health Policy and Executive Director of the College of Medicine and Health Sciences at The Australian National University, Canberra.
At the workshop participants, regulators, government officials, health professionals and researchers recommended that the research efforts be broadened to include all the health professions, prompting a change in the network name to HealthGov. Participants included: Professor Howard Adelman, Professor Stephanie Short and Mr Valentin Hadjiev from GovNet; Andrew Dix, Registrar/CEO of the NSW Medical Board; Dr Robyn Iredale, ANU; Dr Rick McLean, Principal Medical Adviser, Australian Department of Health and Ageing; Mr Keith Masnick and Dr David Thomas from UNSW; and Helen Turnbull from United Medical Protection (Avant)
The Canberra Workshop appointed to the Executive Dr Robyn Iredale from ANU, Dr David Thomas and Keith Masnick from UNSW with Professor Stephanie Short as Coordinator.
At the Workshop, a proposal was made and discussed for a project involving Australia and Indonesia for capacity building and knowledge transfer and exchange in the field of medical regulation. Support has subsequently been sought from AusAID to fund this activity. HealthGov also conceived a research proposal that has attracted considerable support from Indonesian researchers and practitioners as well.
HealthGov does not fit solely within any of the original 5 streams of GovNet, but is more a cross between Stream 3 "Public Sector Governance and Stream 5 " Civil Society Governance: professions, religious institutions and non-governmental organisations.
